Background

The Food and Agriculture Act of 1962, authorized RC&D areas to be formed with the Secretary of the Department of Agriculture charged with the responsibility for the RC&D program under Public Law 97-98, 16 U.S.C. 3451-3461.

The San Juan RC&D is governed by an executive
council comprised of at least two representatives from each of the three sub-regions (Montelores, Animas, and Upper San Juan). This Council develops and approves the Area Plan which states the long range objectives and goals for the area along with specific activities to work on each year.

The Council was incorporated as a non-profit corporation of the state of Colorado in February 1986 and received 501(c)3 tax-exempt status under the Internal Revenue Service Code in July of 1986.
